In a overcrowded city there isn't enough space for everyone.
One morning, the bill-sticker Pietro Rossi (which is the most common surname in Italy), comes home from work ahed of schedule, having just posted one manifesto. From that day he will not be able to leave his flat anymore, because of the ban imposed by a municipal ordinance that he took pains to stick. The municipal government, in the persons of its grotesque operators takes care on the one hand to check the imprisonment and on the other to make it bearable. But there is always someone who can get away with it, taking advantage of social prejudices totally outdated.
